Horizon interface shows time in UTC, ignores Settings #183

The Horizon web interface persists in showing time values in UTC (basically, US Eastern Time +5 hours) despite the fact that I have selected a different time zone for my User Settings:
HorizonUserSettings

Time display is UTC:
HorizonLeaseTime

As part of troubleshooting, I tried logging out and then back in after I made sure I'd saved the setting.

Browser is Firefox 91.8.0esr
Running on OpenSUSE 15.3
The Horizon interface has not been opened in a Private window
