Ping on category change feature

Basically something akin to titlechange_bot !notifyme feature. The bot can only be used on channels where it was enabled so a site-wide chatterino feature would be quite useful.

The way I see it working is I right click a chatterino tab and put a check mark next to "Notify on category change". After the client notices the category change I get pinged. The checkmark goes away post ping.
This doesn't have to be instant, 5-10-20 minutes(whatever is feasible) after category change would be better than nothing.

Implementation could also include pings on title change, or even streamer going offline.
