Dragging manually-closing user/reply-thread popup in client area feels laggy

Yea my bad, didn't test this.
When Automatically close user popup when it loses focus is toggled off, and the window's dragged from the center, works fine when dragged from the titlebar. It also doesn't respect the display/monitor border boundaries. WMs like AltSnap bypass it again.

I noticed this issue also when Automatically close reply thread popup when it loses focus is toggled off, and you drag a reply thread from the Subscribe to thread portion/area of the window

This isn't a regression. It was a bug before #5034 too. The title should be something like: Dragging manually-closing user/reply-thread popup in client area feels laggy.

Basically: The manually closing windows still use the custom window frame, but they don't advertise HTCAPTION in draggable areas, thus the non-native implementation takes over, which feels laggy and doesn't respect some monitor bounds.
