UnPublish individual tickets

Sometimes we want to remove a ticket from public display, but keep the data viewable by city staff.

We could add a "unpublished" flag onto the ticket that would mean we should not return that ticket if a user is not authorized to view "personal information". We would need to update the database and the solr code to honor this new flag.
