We need ids for elements in Hebrew. They need to be unique, i.e. not the same as an id for a morph.

This could follow the @nodeid format (i.e. 15-digit, BBCCCVVVWWWSSSL), and simply be at a higher 'level', which the is L character, than its parent node.
