Add country names when hover over a country #23

Add contextual information to the interactive map so that a user can:

see the country name
see a summary of publication counts by type
identify if it is a CCG partner country

Other ideas

could show development statistics e.g. per capita GDP, population, electricity access rate, Gini coefficient etc.
