Room slider turns on lights

Hi,

in Hue Apps, if you change the brightness of a room, all lights that are currently powered on are changed.
When you change the room brightness with Bubble-Card and also with official HA cards, all lights that are currently off, are turned on.
I wonder if this can be changed independently within Bubble-card or if it needs to be done in the HA Hue integration.
I already created an issue in the HA Hue integration issue tracker.
It would be nice to be able to disable this behavior.
