build(Rest): Regenerate binary for latest release

Rebuild the `Rest` binary artifact following the previous documentation overhaul and telemetry integration. This ensures the compiled executable at `bin/Rest` matches the current state of the `Source/Main.rs` entry point and Rust dependencies.

The binary is responsible for bundling VS Code platform code via OXC for consumption by the Cocoon extension host and Sky UI layer. No source code changes were made; this is a necessary rebuild to synchronize the artifact with the updated project configuration.
