To scan all topics for all municipalities for one county in a state, it costs $35 in Bing API search cost. This hurts scale as the forecasted cost of scaling to all of PA (67 counties) would be over two thousand dollars. We would lime a more cost efficient way. We'll likely start small (e.g Southeast PA with some starter credits).
