Phatloots doesnt work

im running a server for me and my friends on my own pc and we are making a dungeon like zone, running plugins like citizen and worldguard to make it dungeon like and wanted to use phatloots to make chests randomized
but whenever i launch the server with phatloots in plugin folder it doesnt create any files except one in loottables called SimpleLoot.yml and 3 other empty folders.
i can write any command but all that happens is /loot help shows up in chat and doesnt do anything even if i type /loot help
