Is there an existing issue for this?

I have searched the existing issues and checked the recent builds/commits

What would your feature do ?

expose a tooltip time delay in milliseconds for the timeout on the presentation of the tooltips

Proposed workflow

have someone write the code
adjust the setting in the control panel
