Cannot start ComfyUI UX

If ComfyUI fails to start, offer report & restart options:

• Start with --disable-all-custom-nodes
• Start in --cpu mode
• <Other common, automatable troubleshooting steps..? Can bisect be done here?>
• A checked-by-default checkbox for "Send report", with same info about what is being sent
  • First time the user unchecks it and restarts, save a config setting that they unchecked it
  • If they uncheck the next time they have an issue, default to unchecked in future
  • If at any time in the future the user checks the box manually and sends, reset this config and rinse/repeat

@webfiltered Do you not see this when comfyUI fails to start? This was added to partially address some of these things.
