Expand Stenographer bot to allow running commands, uploading, etc.

Stenographer bot integration is currently only used for lobby mirroring to discord. While that's a start, it could be further expanded to become a full fledged discord integration allowing you to manage the server remotely, including:

• running commands at various permission levels, according to assigned role permissions
• uploading/managing yamls such as music, hubs, character data and char lists, etc.
• administrative tools, requesting logs, etc.
