Option to force one unique character per hub

Right now, there can't be 2 of the same character in the area,but you can have duplicate characters in a hub. While this makes sense for hub 0, gms should have an option to force this hub-wide so the player characters cannot be impersonated as they're being used by anyone who's not a gm.
