Space Engineers Apex update server settings

Added the new Apex update server settings as taken from the Keen Software House space engineers discord.

I haven't submitted any previous template updates, please cast an eye to make sure all okay.

The EnumValues for enum settings are in reverse of what they should be.

When I last looked at the cfg on a live server, it had about 30 additional settings versus the current template config. Are you going to add those too?

BTW, the current organisation of the settings in AMP reflects how they are organised in the launcher, and this theme should be continued for consistency.

I hadn't appreciated that there was a 'source of truth' being used for these settings, thank you. I've made changes to

1. Change order to reflect layout from space engineers dedicated server manager tool
2. Replace several enums with number settings to match interface as above
3. Altered min and max values to mirror tool, as well as updating descriptions.

I appreciate that there are many settings as you mention not yet present, however the ones in this update will allow server owners to configure the changes from the latest major update and this will be an incremental improvement in relation to the number of missing settings.

I unfortunately do not have the time at present to add all of the settings manually, and I see no programmatic way to extract the necessary information from the dedicated server tool to dynamically create a full settings list.
