Add support for LLM Workflow Assistant (Terarium Data Service)

This issue is to experiment with the addition of support for an LLM Workflow Assistant (Terarium Data Service) context. This context would be used to interact with the workflow screen of terarium and would have access to the terarium data service and perhaps in the future other apis helpful for the interacting with the workflow

context has been added and is updated with recent ask user feature in beaker. We can use the LLM workflow assistant in beaker. Probably should be split to its own repo like beaker-elwood? @mattprintz
