Everytime a new staff begins, if there is no initial clef from heuristic pitch finding, mei encoding should insert a default clef. This will hopefully solve DDMAL/Neon#1059.

After further investigation with @timothydereuse, we realized that the beginning and ending of chants is not considered in Rodan, so it wouldn't make sense for this issue to be caused by new chants not receiving a clef. It may make sense to investigate this issue from Neon's end as well
