Annotation format decision regarding pickups

The following annotations appear to begin with "pickups", such that there is an initial segment with no large-scale label but with a small-scale label. This is against the SALAMI format, but there is no clear way to resolve them. For the time being, evaluation should treat them as "Z" sections and not consider them.
