WebRTC bitrate management

The browser and media server can adjust the bitate to match network conditions. Sometimes the quality drops over time due to minor temporary issues (IE if the browser halts the broadcast to save on resourves). It needs to adjust the bitrate back up if everything is fine to ensure visual quality.
