Enhance GUI based user creation to also support Kolibri #18

Via the webinterface it is possible to create users on the Pi and to grant them permissions to roles (groups). This functionality needs to be enhance to also create/maintain the user in Kolibri.

Additional comment: it is possible within Kolibri to create users. The assumption was that all users are created on system level and will be granted permissions within each application. The question is if it is possible to use system accounts with Kolibri.

General comment: Issue #16 also addresses this with regards to authentication options for the Pi environment.

It seems there is no possibility built in Kolibri to use system or LDAP accounts, but Kolibri has the ability to participate with a name and no authentication. Is this an option? Another option would be to create and sync users at the database level in the admin interface.
