epoch rewards payout amount

• we experienced one epoch where the payout amounts where probably not correct.

Todo: deliever more information for this issue.

another epoch with same issue
it looks like if participants which failed in new epoch keygen round are part of actual active set they get no rewards for actual epoch (which could be ok-----) but the leftover validators split the full epoch rewards by their numbers instead of getting max 1/25th of the epoch rewards rewards which are not paid out because not all validators qualify for rewards should not be added towards the rewards of the leftover validators but be reurned (or stay) in the reward pot (delta/reinsert pot)

the idea when we designed this system and still valid as a reason is there should be no incentive make other validators fail finish a epoch successful as ur rewards wont increase by that

below u see only 14 got rewards and way more trhen t5he average 3 dmd per vallidator
and thats because it seems the 11 validators which failed in this keygen round where part of the active set........
(why that happens should be a topic of a seperate issue)
