Fix Query headings that require a design solution

On Query page - Query Data and Download tabs look the same - one is an H1 and the other is not. Headings that look the same but are not coded the same is a WCAG violation.

Some initial thoughts after reviewing NRRD site:

Issues:

• Many of the H1 are different across pages
• Throughout the website, the main subpages have very different title styling when introducing each page
• No instructions for Explore or for Query

Solutions:

• We could improve by creating a consistent style for page Titles and descriptions/instructions
• We can change the tab headings to H3, and could have consistent styling with Download Data H3
