Summary
We should adopt a process for handling old builds of ISIS distributions that are failing. For example, an older version of ISIS that can no longer have their dependencies resolved on install with anaconda.
Motivation
We had an issue (#5238) about an older version failing to resolve. Although we would do our best to resolve such issues, we should probably have a policy in place to handle these situations as we do not want to support every version of ISIS.
Proposed Solution / Explanation
Document a process to put tag older builds of ISIS that are failing to install with a broken tag.
Drawbacks
Some people would probably have a reason to install a specific version of ISIS. However, the LTS version of ISIS should be able to support users who need stability.
