OSPO Tools and infrastructure Inventory

Expected behavior

There is no one single place where a new member of the OSPO or CMS Open Source Community can go to find out about all the resources, tools, and infrastructure that have been built for CMS, HHS, and the Federal Open Source Community.

Actual behavior

Perhaps we can start with a simple Definition List, that provides a link to a repo or tool or infra, and a definition of that resource, like so:

OSPO-guide

A guide created as a single source of information about Open Source at CMS, and the Open Source Program Office (OSPO) that stewards the work of that community.
