Cookiecutter SuperTicket: Identify & add more variables to cookiecutter.json for all tiers

Currently, the cookiecutter CLI asks for basic information about the repository. To alleviate the manual labor needed for project teams to fill in the repository templates with project information, there is an opportunity to collect more information and add more variables to cookiecutter.jsons across all tiers.

Describe the intended behavior
The CLI tool asks a series of questions and collects responses from the user. The responses are then populated into the repository templates upon repository creation.

Describe the solution you'd like
Some variables that can be added include but are not limited to:

• 1-2 sentence repository description [All]
• Contact email [All]
• List of Maintainers in MAINTAINERS.md MAINTAINERS.md needs to be properly slugified at all tiers #38 [All]
• List of Code owners in CODEOWNERS.md CODEOWNERS.md at all tiers needs to be slugified #37 [All]
• OpenSSF scorecard variables (e.g. Is the project a package?) [Tiers 2-4]

Steps to completion:

• Review current cookiecutter questions and repository templates across all tiers.
• Identify potential variables to add for each tier. Consider whether there are tier-specific variables. Get list approved by team.
• Add new variables to cookiecutter.json and templates. Populate fields accordingly during repository creation.

Additional context
USDR started off with collecting basic repository information for the MVP and the CMS OSPO hasn't added any new variables since. Any feedback and ideas on this issue are welcome!
