Create 0.3.0 release

The code quality, test coverage and user friendliness was improved in 0.2.0. In this 0.3.0 release some small improvements are done to the output formats so the SAS dashboard can properly visualize the intermediate results. Also, some dependencies were updated after downstream improvements (like Deltares/hatyan#346). This release therefore does not result in final kenmerkendewaarden values, but yet another step towards a reproducible workflow.
