Make it obvious when plugins have missing dependencies #553

Currently there is no obvious message in savu_config stating that some plugins are not available (in my case due to missing or out of date dependencies).

Ideally a message should be printed when invoking savu_config and any errors when importing plugin modules should be output to a file (some temporary file in /tmp) so users may inspect the errors to determine the exact problem.
