https://www.pwabuilder.com should be used, which would fix #2 as well.

https://www.pwabuilder.com/reportcard?site=https://education.ditectrev.com can be a starting point.

https://mydistilld.com is an example of PWA app, which has been deployed to app stores using https://www.pwabuilder.com.
