Trying to divide 43 teams into 6 groups, most of the times it creates 7x7x7x7x7x8 with BYE matches, occasionally 8X8XX8X8X8X3 without BYE matches.

I have to divide 43 teams into 6 groups. 1 out of 5 times, the tournament can create this configuration without bye matches: 8X8XX8X8X8X3, but most of the times it creates 7x7x7x7x7x8 with bye matches in those 7-team groups. Why can 8X8XX8X8X8X3 be created without any BYE but not 7x7x7x7x7x8? It's not very ideal in my case to have BYE matches in the round robin stage, so is there something wrong with the settings?
