[Federator] Static webpage issues #164

I note here some issues with the static web pages served under http://eida-federator.ethz.ch/:

http://eida-federator.ethz.ch/fdsnws/ does not advertise availability
All first level URLs give 404, which is a bit confusing for the user.
http://eida-federator.ethz.ch/fdsnws/availability/1/ gives a 404 expected to have some documentation about the endpoints available

Swagger:

no swagger for availability
no swagger for station
