Update and delete outdated docs for creating input data

User's Guide sections 1.3.5 (Creating input for surface dataset generation), 1.3.6 (Creating Surface Datasets), and 1.3.7. (Creating CLM domain files) are outdated.

I looked this over and see a bit of a nuance here. 1.3.6 needs to be updated but kept. There's a small part of 1.3.5 that should be kept, but updated, and changed to say ESMF Mesh files rather than SCRIP. And should be changed to using mesh_maker rather than the NCL script. Which also means that we can likely get rid of the NCL script. 1.3.7 should still be deleted.
