We need new conditions that allow us to track quests like
- Have two of (list of ships) in the fleet, with one as flagship
- Have two of (list of ships) in the fleet, with one as flagship and the other as the second ship
- Have 2 Mogami-class in fleet with another ship being CVL
- The current tracker we can make would validate progress if you use Kumano/Suzuya CVL in the fleet with only one other Mogami-class
