Isn't the "report spam" feature a separate plugin from the showcase? Can't
we just delete the sites (and users) who are spamming the showcase?

Yeah that's all I've been doing. The "mark as spam" plugin is set to require 2 trusted users to mark it as spam before it's removed. Since admin only can see unvalidated showcase there's rarely the second person marking things I think.
