Использую этот пример, при отправке платежа ошибка

SimpleQIWI.Errors.QIWIAPIError: {'serviceName': 'payment-history', 'errorCode': 'request.blocked', 'userMessage': 'request blocked, try again later', 'dateTime': '2018-06-30T16:19:07.459+03:00', 'traceId': 'c0a512542e702a68'}

Пробовал на двух кошельках, одно и тоже.

Заблокирована возможность получить входящие платежи при том что у токена самые большие права и все запросы разрешены
