I'm trying to find a program for Windows that can process the following code

What do you mean by “process”? The DATA.EVEN tag is nothing more than an enumerated list of event types that were recorded in the source. In this case the source contained Birth, Death and Marriage information for the connected individual and family records.

By "process" I mean the visualization of this source on the application screen.

I don’t endorse any particular application, although I know that many I’ve used don’t display all GEDCOM tags!

If you received this GEDCOM transmission from another genealogist you should ask them about the software they used to produce it! This is the best way to make sure the transmitted data is displayed correctly!

I know that webtrees will display/visualize the information, it is free, but it is not a desktop application. You must create your own website at a hosting location of your choice and install the software.

You could try Family Historian 7, it is usually good at displaying all valid v5.5.1 GEDCOM tags.
