I don’t endorse any particular application, although I know that many I’ve used don’t display all GEDCOM tags!
If you received this GEDCOM transmission from another genealogist you should ask them about the software they used to produce it! This is the best way to make sure the transmitted data is displayed correctly!
I know that webtrees will display/visualize the information, it is free, but it is not a desktop application. You must create your own website at a hosting location of your choice and install the software.
You could try Family Historian 7, it is usually good at displaying all valid v5.5.1 GEDCOM tags.
