Or persistent-scratch-setup-default is unnecessary now？

Nice catch, persistent-scratch-setup-default is pretty much equivalent to just enabling persistent-scratch-autosave-mode since f673272. Calling persistent-scratch--auto-restore twice is harmless though, any calls after the first one are no-ops.
