Why can't we set custom super key and ability to assign what we want to actions ?

I don't understand why the super key and shortcuts are super limited. I have re-assigned Win key to F22 and Caps to F23. This was done because i dont want them to interfere with other applications. I have assigned custom scripts and bunch of other things to these keybinds on apps and in general. Mostly through whkd. However i want the FancyWM methods to run always not with the super key.

So for example i want to assign F22 + Right Arrow key to Move focus right however i can't do it. It does not allow it.

Is there a specific reason for this ?
