https://www.wow-one.com/database/?item=23530 should be doing 26-38 dmg, but in reality its only doing 25-32 dmg as shown on screenshot below.

Well could be I assume. The numbers is on lvl 60 mobs from DM tho and I remember similar results on Mount Hyjal mobs, just forgot to report back then.
