Move the The Cache config element in the console window for QOL improvement.

What problem does this solve

Massive GUI improvement so console window can be left as a nice stats page running on a small LCD.

Proposed solution

The Cache config element in the console window should really be below the performance gauges since its sitting between the 2 most important bits of information so they you cant see both on screen at once.

Or at least let that element be collapsible.
