Re-initalize database by downloading a static copy

Is your feature request related to a problem? Please describe.
If a user deletes "flashpoint.sql, it should download the latest one available, instead of doing incremental update.

Issue:
Delete flashpoint.sqlite from C:\Flashpoint\Data, open Flashpoint and click update, and watch progressbar taking loooooong time to update the database

Describe the solution you'd like
Instant download of database with all data under a few seconds.

For example, we could have a nightly job to generate the latest sqlite available from FPFSS and put it on this URL
https://download.flashpointarchive.org/static/flashpoint.sqlite

This definitely isn't a bug so I've swapped the labels.

Whether this is an enhancement we want is a harder one to answer. This approach gets difficult with multiple metadata sources (which is planned / feasible), and the fact the database doesn't store the update date. There are ways to get around that though, maybe downloading the first available one and basing it off date modified times?

The most intrusive part would be handling database api failures during the copy.

We already have a tool to produce database copies from FPFSS, this is under the flashpoint-database-builder crate in the FPA-Rust repo, we just don't have it set up as a service atm. That's doable.
