As end-user, i want initialize a LicenseMatcher from previously built data, so i dont waste time on re-calculating same scores;

Add dump(out_fp: Filepath) and load(in_fp: Filepath) functions for NaiveTFModel;

Will postpone for i dont see exact use-case for it; RoR plugin uses index
