What is the output layer for a transform whose inputs have no lowest common layer?

If all inputs are from /run/event the outputs go in /run/event. If we have inputs from /run and /run/event, /run/event is the lowest common layer and outputs can go there. What if we have inputs from /week and /month (no lowest common layer)?
