Known issue: Identity Export should not need to be explicitly specified

At the moment, unless you explicitly list the identities to export, it will only export the builtin accounts.
It should instead automatically pick up the needed identities from exported backups where available. This could be implemented using the same mechanic used to build the migration tables.
