Bring in 3D hybrid capability for GFS backgrounds

The current hybrid capability works on for GEOS backgrounds and the GEOS interface. Appropriate changes additions have to be made for bringing in GFS support.

I am saying 3D hybrid because the core of the work is for 3D - the 4D capability is a global effort that does not depend on the model.
