2. How can we be the part of core program team? any domain: dev, maintainer, etc

1. No It is not possible to work as both Contributor and (PA or Mentor) At the same time.
2. For this You need to be good in both Software skills as well as in Soft skills . I suggest to not to think about this too much Focus more on contribuiting in Open source and the Important thing here is to be active in opensource as much as you can like in discussions, Solving bugs adding features etc.
