Create a hover tooltip wrapper to explain icons or complex terms.
Requirements and context:

• Must not clip off-screen (basic boundary detection).
  Suggested execution:

1. git checkout -b feature/ui-tooltip
2. Build in frontend/src/components/ui/Tooltip.tsx.
   Test and commit:

• Trigger on hover, verify unmount on mouse out.
• feat: add tooltip wrapper
  Guidelines: Closes #[issue_id].
