I tested it with command blocks and the only bad news I have is do not use glass, it looks awful, I have no idea what block would be good since I can't give invisibility to a FallingSand through command blocks. here are some pictures:

In case you decide to do it like you did the bukkit /city map here is the command:
/summon FallingSand ~ ~5 ~5 {Block:"minecraft:glass",Time:1,NoGravity:1,Glowing:1,DropItem:0}

I was planning to spawn only few fake entities in the selection edges to avoid client-side lag. I can also make it match the block to display only the glow effect.
