geowebcache/rest/reload is not rendered #1141

After building a war file from the geowebcache 1.23.0 tag and deploy it to my server, when I go to https:///geowebcache/demo and click on Reload TileLayerconfiguration, the reload html page is not being rendered. Seems like it's not able to find ../rest/web/gwc.css and ../rest/web/geowebcache_logo.png
