[Bug report] Changes to the CSS requires 2x "Sync your website"

Bug description

If you change something in the CSS, either via "Custom CSS" or the theme settings, for example the aspect ratio for the featured images, you always have to synchronize the site twice so that all changes go live.

Steps to reproduce

Change CSS either in Tools & Plugins --> Custom CSS or via Theme settings (Bespoke Theme) and sync Website (SFTP). First sync only changes 2 - 5 operations, the second sync finalizes and put the changes live.
