feature request: allow releasing a crate that doesn't build for the host

aya doesn't build for macOS, so we routinely cross-compile it. We run into a problem with cargo-smart-release because there seems to be no way to tell it to use a different --target.

That's true, there is no way to alter the way it invokes cargo publish beyond --verify if I remember correctly.
Is setting the CARGO_BUILD_TARGET environment variable not effective?

It might be - I had some other problems that I might have mistaken for that variable not having an effect. Anyway, I have a local change that plumbs --target. Would you like me to send a PR?
